Three neighbourhoods sharing one postcode
WD19 covers three quite different places. Oxhey itself, with Oxhey Village clustered around Bushey station between Pinner Road and London Road, is part of Watford and comes under Watford Borough Council. South Oxhey and Carpenders Park, further south towards the London boundary, are in Three Rivers district instead.
South Oxhey was built by the London County Council after the Second World War, to rehouse families after the Blitz. Ownership passed to Three Rivers in 1980, and since Right to Buy began many residents have bought their homes, to the point where around 70% were privately owned by 2007. Carpenders Park, on the other side of the railway, started as 1930s houses and bungalows and grew again in the late 1960s, when many of its flat roofed houses went up. Most homes there are privately owned too.
Commuting from Carpenders Park and Bushey station
Rail is a big reason people live here. Carpenders Park station has regular London Overground trains to Euston. It was a Bakerloo line stop until 1982. Bushey station in Oxhey Village has both London Overground Lioness line trains and London Northwestern services into Euston.
That means a lot of WD19 residents earn a salary in London and pay tax through PAYE. The questions people bring to accountants in Oxhey tend to come from what sits alongside the job: a flat that has been let out, a small business on the side, or a tax code that looks wrong.

Accountants in Oxhey for sole traders and trades
Perhaps you work for yourself in South Oxhey or Carpenders Park, as a builder, electrician, cleaner, hairdresser, driver or carer. If your gross income from self employment is over £1,000 in a tax year, you need to register for self assessment by 5/10 after that tax year ends. The return and any tax are then due by 31/1.
Tradespeople working for building contractors usually fall under the Construction Industry Scheme, known as CIS, where the contractor takes 20% off your labour if you are registered, or 30% if you are not. That money is a payment towards your tax, and many subcontractors are owed some of it back. We make sure the deductions on your statements match the return so you get the refund you are due.
Making Tax Digital for income tax also needs watching. It applies from 6/4/2026 if your gross self employed and property income is over £50,000, and from 6/4/2027 if it is over £30,000. It is based on turnover, not profit, so a busy van driver or builder can be caught even when the profit is modest.
Shops in the South Oxhey regeneration
The shopping parade at the centre of South Oxhey has been changing. In 2016 work began on a Three Rivers District Council scheme with Countryside and Home Group to redevelop the centre in phases, with 514 new homes, new shops and public space. When full redevelopment was first proposed in 2012, local shopkeepers formed a pressure group to argue for refurbishment instead.
For anyone running a shop, cafe or takeaway in the new centre or along Oxhey Drive, the core jobs are bookkeeping, VAT and payroll. We help you keep the till records, bank and receipts in one place, check turnover against the £90,000 VAT threshold, and file what HMRC needs on time. If the business has grown, we also look at whether a limited company would suit you better.
Letting or selling a former Right to Buy home
You may have bought your South Oxhey home from the council, moved on and kept it to let, or inherited one from parents. Rental profit goes on your self assessment return, and mortgage interest gives a basic rate tax credit rather than a deduction.
When a let property is sold, capital gains tax may be due. On a UK home the sale must be reported and the tax paid within 60 days of completion. The rates are 18% and 24% after a £3,000 annual exempt amount. If the house was your home for part of the time, some of the gain may be exempt, and we work that out properly.

Common questions
Do you have an office in South Oxhey or Carpenders Park?
No. We are based in Watford and work with WD19 clients online, by email and by video. We arrange meetings when they are needed.
I do cleaning jobs on the side. Do I need to fill in a tax return?
If your gross income from self employment is over £1,000 in a tax year, yes. You need to register for self assessment by 5/10 after the end of that tax year, and file and pay by 31/1.
My contractor takes 20% off every invoice. Can I get some of it back?
Quite possibly. CIS deductions count towards your income tax and National Insurance, and if they come to more than you owe, the difference is refunded through your self assessment return. We check your statements against what has been taken.
Which council deals with my business in WD19?
It depends on the street. Oxhey and Oxhey Village are in Watford, so Watford Borough Council handles business rates. South Oxhey and Carpenders Park are in Three Rivers, so Three Rivers District Council does.
I rent out my mum's old house in South Oxhey. What do I need to declare?
You report the rent and allowable costs on a self assessment return each year. If you sell it, any gain since you inherited it may be liable to capital gains tax, reported within 60 days of completion.
Will Making Tax Digital affect my van business?
It will if your gross turnover from self employment, plus any rental income, is over £50,000, and from 6/4/2027 over £30,000. The test uses turnover rather than profit.
How much does an accountant in Oxhey cost?
We agree a fixed fee with you after a free review of what you need. Nothing starts until you have agreed the fee in writing.
